Dr. Papa Benin

Dr. Papa Benin is a senior management executive with 18+ years’ experience of Project Development & Implementation of Crude Oil Refineries with over 10 years of FPSO (Crude Oil & Gas production) operations and engineering management practice.

Dr. Benin possesses BSc Mechanical Engineering degree from KNUST- Ghana, BSc & MSc Energy Engineering degrees from Sweden and Ph.D. (U.S.A) in Applied Management and Decision Sciences (Management) with focus on Engineering Management.

Currently, Dr. Benin works as Managing Director for Stark Energy Ltd and Country Representative of EM&I – Global, PARLYM-France, DEC-Belgium, MANNTEK-Sweden & ELAFLEX-Germany. Further, he is a QA/QC Consultant to Ghana’s National Petroleum Authority (NPA) responsible for the Sentuo Oil Refinery project.

Dr. Benin worked with MODEC for circa 10 yrs and rose through the ranks to become the Local Manager of MODEC Ghana Operations responsible for local content strategy execution and Government liaison. Previously, he worked as the Warranty Manager for Jubilee FPSO and further managed “Ready For First Oil” for TEN FPSO. He has prior work experience with ABB in Sweden (2 years) and with Tema Oil Refinery (7 years). Dr. Benin is a certified and experienced HAZOP (Hazard and Operability) Leader for studies in oil and gas processing units and expertise.

In Ghana’s offshore petroleum sector, Dr. Benin is credited with developing practical strategies and system architecture to increase the local content on Jubilee & TEN FPSOs from 32% in 2016 to 78% in 2022 whilst ensuring crew competencies and platform safety were not compromised.

Dr. Benin is currently a Parttime Lecturer at Regional Maritime University (RMU) imparting knowledge to MSc and BSc engineering students from Nigeria, Cameroun, Gambia, Liberia, Ghana and Sierra Leone. In addition, he lectures Ph.D., MSc and MPhil students at University of Cape Coast Institute for Oil & Gas Studies – Centre of Excellence in Petroleum, Energy Economics & Management, which is sponsored by Ghana National Petroleum Corporation (GNPC).
